Section 1.04.060 Numbering of additions.

Since there are openings within the numbering system additions may be made to the code without altering the numbering system. Sections are numbered with nine openings between and chapters with three openings. Six titles have been reserved. New material may be added in any of these openings or at the end of a chapter or title.

Additions to the code introduced in the city council shall be submitted to the legal department for approval as to form and for numbering before passage. This section shall be liberally construed for the purpose of avoiding confusion in the numbering of the sections of this code and shall not be deemed a limitation upon the powers of the city council.
