1. The towing companies operating a towing vehicle within the city limits shall not charge a nonconsensual towing fee that exceeds a before sales tax rate of $65.00 for private passenger vehicles, pickups, motorcycles, jeeps and vans. Further they shall not charge a before sales tax rate that exceeds $375.00 for trucks with more than four wheels and a two ton or more capacity and other heavy equipment.  Except for storage charges no other towing fees will be allowed.

    2. When the owner or operator appears before the intended vehicle is hooked on the hoist and the wheels thereof raised from the ground by a tow vehicle, the tow vehicle operator shall release the vehicle upon payment of a before sales tax rate that does not exceed $20.00. When the tow vehicle operator has a vehicle on the hoist and the wheels thereof raised from the ground and the owner or operator thereof appears, the tow vehicle operator shall release the vehicle upon payment of a before sales tax rate that does not exceed $40.00.
