A person operating a motor vehicle shall have the vehicle under control at all times and shall reduce the speed to a reasonable and proper rate when:

    1. Travelling through defiles;

    2. Approaching the crest of a hill or grade and shall have such vehicle on the right hand side of the roadway;

    3. Approaching and passing any parked vehicle or other object legally upon or adjacent to a roadway. (Ord. 93/U-992)
