Section 10.321.01 Definitions of words and phrases.

    1. Section 321.01 of The Code of Iowa is adopted by reference.
    2. The following additional words and phrases when used in this title shall have the meanings respectfully ascribed to them:
            a. "Parkway" means that area of the street lying between the curb (or in the absence of a curb, the roadway) and the abutting private property line.
            b. "Freight" means personal property carried by a vehicle for the purpose of delivery to a designated person.
            c. "Loading zone" means a space reserved for the exclusive use of vehicles during the loading or unloading of passengers or freight.
            d. Official time standard. Whenever certain hours are named herein they shall mean standard time or daylight-saving time as may be in current use in this city.
            e. "To park or park" means the stopping of a vehicle, whether occupied or not, for the purpose of ceasing to be a part of moving traffic.
            f. "Skateboard" means a single platform mounted on wheels which is propelled solely by human power and which has no mechanism or other device with which to steer or to control the movement or direction of the platform.  
            g. "Stand or standing" means the stopping of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of receiving or discharging passengers or loading or unloading freight.
            h. "Stop or stopping" means any stopping even momentarily of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control sign or signal.
            i."City parking lot" means the area owned or operated by the city for parking purposes as hereinafter more specifically defined.
            j. "Holiday or public holiday" includes the following dates only: New Year's Day (January 1), Memorial Day (last Monday in May), Independence Day (July 4), Labor Day (first Monday in September), Veteran's Day (November 11), Thanksgiving Day (fourth Thursday in November), Christmas Day (December 25). In any event that any of the above mentioned holidays fall on Sunday and the same is officially observed on the next succeeding day, "holiday" as used in this code shall apply to such succeeding day of observance.
            k. "Limited access roadway" means every street or highway in respect to which owners or occupants of abutting property or lands and other persons have no legal right of access to or from the same except at such points only and in such manner as may be determined by the public authority having jurisdiction over such highway, street or roadway.
            l. City manager. Whenever the words "city manager" appear in this title, the same shall be construed to mean the city manager or city traffic engineer whomsoever the city manager shall designate, appoint or select.  (Ord. 91/T-10397; 91/T-10307)
