The mayor shall request the cooperation of the local press and radio and television stations to announce the declaration of a snow emergency.  The provisions of this chapter prohibiting parking on parts of streets or designated emergency snow route streets shall be effective at a specific time to be stated in the announcement not less than one hour after the initial announcement of the emergency by two local stations, radio and/or television, or upon publication of the declaration in a daily newspaper published in the city, and such notice shall constitute notice to the general public of the declaration of the emergency.  (Ord. 83/T-2369).
