Any vehicle parked or otherwise left unattended in violation of any of the provisions of this chapter is declared to be a nuisance per se and shall be subject to removal by the city by means of towing or otherwise.  Any removal and resulting storage of such a vehicle shall be at the expense of the owner or operator thereof.  (Ord. 83/T-2369).
