Chapter 12.05 PUBLIC UTILITY DISTRIBUTION REGULATIONS
Section 12.05.010 Purpose and rule of interpretation.
The city council finds it is necessary for the city to establish uniform rules and controls to ensure
public safety and provide efficient delivery of services by the city and others wishing to utilize
streets and other public property for the delivery of utility or other services; to protect public and
private investment; to ensure orderly use of public property; to ensure the health, safety and
welfare of the population; to provide for the regulation and administration of the public streets
and other public property; and to secure the rights of the city to a return on its investment in
public property. This ordinance is to be interpreted in light of these findings, for the benefit of
the public and users of the streets and other public property. "Street", as used herein, shall
mean
any public right-of-way. "Public property" means any other property owned by the city. "Utility
system" means electrical distribution systems and electrical transmission systems,
telecommunication, telephone and telegraph lines, cable television lines, and gas distribution and
transmission systems. "Electrical distribution system" means all electrical system components
designed or used for the distribution of electrical energy to individual properties within the City
but does not include electrical transformers, meter pedestals, switchgear and other appurtenances
impractical to bury. "Electrical transmission system" means those electrical system components,
which directly serve or support an electrical distribution system, and also electrical lines carrying
