Whenever, in the opinion of the city manager, conditions exist which create a water shortage affecting the health, safety and welfare of the community, the city manager or his designee shall have the authority to make such determination and declare a water emergency.  The city manager shall, at the next meeting of the City Council following the declaration of water emergency, present a resolution to the City Council for its affirmation of such declaration and the conditions thereunder.  (Ord. 89/T-7447)
