The declaration of a water emergency shall be by proclamation.  The city manager shall request the cooperation of the local press and broadcast media to announce the declaration of a water emergency.  The prohibitions of this chapter regulating or prohibiting water usage shall be effective at a specific time to be stated in the proclamation not less than one hour after the initial announcement of the emergency by two local broadcast media or upon publication of the declaration in a daily newspaper published in the city.  Such notice shall constitute notice to the general public of the declaration of the emergency.  (Ord. 89/T-7447)
