If the property to be connected to a public sewer has not been assessed for any part of the cost of construction of the said public sewer, the owner shall pay a special connection charge to the city.  The city engineer shall determine the amount to be charged for such permit, which charge shall be an equitable portion of the cost of the sewer, and the amount so determined shall, upon confirmation by the city council by resolution, be paid to the city treasurer and credited to the proper fund before a permit to make such connection shall issue.  Such permit, when issued, shall be in writing and signed by the city manager or his designee.  (Ord.
