The director shall prepare and compile rules and regulations necessary to carry out the terms and conditions of this chapter.  He shall file such rules and regulations with the city council and the office of the city clerk.  The rules and regulations shall become effective upon adoption by resolution of the city council, and may be amended from time to time in the same manner in which they were adopted.  These rules shall be considered and have the same effect as other provisions of this chapter.  (Ord. 85/T-3630).
