All grading, landscape work and improvements of any kind, and all care of plots/burial spaces shall be done, and all trees, shrubs and herbage of any kind shall be planted, trimmed, cut or removed, and all graves shall be opened and closed, and all interments, disinterments and removals shall be made only by persons authorized by the city and under the director's supervision.  (Ord. 85/T-3630).
