All shade trees hereafter planted and set out upon streets used for residence purposes, the curbline of which is twenty-one feet from the lot line, shall be set out  and planted fifteen feet from the lot line, and on such streets where the curbline is fourteen feet from the lot line the trees shall be planted and set out eleven feet from the lot line.  Provided, that whenever the city manager shall order any such trees removed, notice of such order shall be given to the owner of the abutting property, and in case the same are permitted to remain five days after such notice the city manager may remove the same as provided in that order.
