Before any pavement on any street, avenue, alley or public place in the city may be cut into or removed, or any cut or opening made in any street, avenue, alley or public place, whether paved or unpaved, a permit clearance shall be obtained from the plumbing inspector and city engineer where required by city ordinance.  (Ord.
