Chapter 17.16 SERVICE CONNECTIONS
Section 17.16.060 Inspection - Replacement - Requirements - Cost.
1. In all cases falling within the provision of Section 17.16.040, the removal
of pavement and refilling of
all trenches shall be done in the presence of a representative of the public works department, and according
to the rules and regulations relative thereto. The cost of such inspection of the backfilling
of all trenches is
covered by the permit fee, but the cost of replacing the pavement by the city shall be paid for on demand
by
the holder of the permit under which the work was done. No trench shall be backfilled except in
the
presence of, and under the direction of, a representative of the public works department. In order
to obtain
inspection for the backfilling of the ditch, twelve hours notice must be given to the office of the
public
service director, orally, by telephone, or in writing as to the time when the trench will be ready for
backfilling. Inspectors will be available each working day from eight a.m. to four-thirty p.m.
The public
works director shall determine additional fees to be charged for inspections made before or after said
working hours, or on Saturday, Sunday or holidays, which fees shall fairly reflect the current cost
of labor;
2. In all cases excavations within the right-of-way or easement must be backfilled
immediately following
acceptance of materials and workmanship by the city inspector.
3. For a depth of two feet over the top of the sewer, basin connections, house
connections and other
drains or pipes, the material used for backfilling shall be clean earth. In the case of pipe sewers
or other
pipes, the space between the pipe and the bottom and sides of the trench shall be packed full with hand
tools
and thoroughly tamped with a light tamper, as fast as possible, up to the level of the top of the pipe. The
filling shall be carried up evenly on both sides. The material shall be deposited carefully in
the trench to
avoid damage to the pipe or service, and shall be placed in layers of not more than six inches in thickness
and each layer shall be solidly and carefully tamped with pneumatic tamper or by hand tamping so as
to
eliminate lateral displacement or damage to pipe or joints.
4. The remainder of the trench, above an elevation of two feet above the crown
of the sewer, shall be
done with
approved tampers in a manner consistent with approved industry standards or as specified in the
city Standard Specifications Manual.
5. In refilling around manholes and catch basins, the earth shall be deposited
in six-inch layers and
thoroughly tamped with approved tampers in layers not more than six inches in thickness.
6. When the trench is filled, the contractor shall remove all surplus material,
leaving the street clean and
in good order. If so directed by the city
engineer or public works
director, the surplus material shall be
spread over the street. The contractor shall not dispose of it until this matter is determined.
7. If there is not sufficient material to refill the trench, the contractor
shall furnish the additional material
required, at his own expense.
8. If the material excavated consists of rock or other material not suitable
for refilling, the contractor shall
furnish suitable material at his own expense and dispose of the unsuitable materials. All material
used for
backfill shall be free from frozen material, rocks, foreign material that may decompose, and other material
that may injure the pipe or affect the stability of the backfill.
