Section 17.16.070 Emergencies.

In case of emergency, when the utilities field services office is not open or when great or irreparable damage may result from delay, any utility company or city official or other person or corporation may make any necessary openings in any street, alley or public place to prevent damage, but application for permit must be made the next day or as soon as the city utilities field services office is open.
