It shall be the duty of the abutting property owner at all times to repair, replace or reconstruct, or cause to be repaired, replaced or reconstructed, all broken or defective public sidewalks in the street right-of-way abutting his property.  At such time as knowledge of broken or defective public sidewalks in the street right-of-way is brought to the attention of the city engineer, he may issue a written notice to the abutting property owner ordering him to repair, replace or reconstruct said sidewalks, or cause them to be repaired, replaced or reconstructed within thirty days from the receipt of the notice.  If, upon the expiration of thirty days as provided in said notice, required work has not been done or is not in the process of completion, the city engineer may cause the same to be repaired, replaced or reconstructed and the cost thereof shall be assessed to the property  fronting thereon.
