Notwithstanding any of the provisions of this chapter, no original construction permit hereafter issued shall in any event authorize or permit any person, firm or corporation to create, construct, use or maintain under the surface of any street, avenue or public ground in this city any vault, opening, room or areaway nearer than five feet from the existing curbline.
