Nothing in this chapter shall be held, in any way, to regulate the maintenance of manholes, pits or covers in connection with the construction and operation of any water, telephone, gas or electric connections, pipes or conduits, nor shall anything in this chapter be held to apply to the use of streets, alleys, avenues, and other public property of the city by public service corporations wherein such right has been granted by franchise.  (Ord. 82/T-800).
