Chapter 17.28 ENCROACHMENTS
Section 17.28.140 Inspection.
The city manager or his representative is authorized to inspect,
at any time, the different
encroachments mentioned in this chapter and to place in any area, room, vault or boiler or coal
room any pipe or conduit for carrying electric or telephone wires, gas or water, or to alter,
exchange, or repair such pipes or conduits, but such pipes or conduits shall, at all times, be
placed so as to interfere as little as possible with the use of such areas, rooms or vaults, and the
director of public works is hereby authorized to enter such areas, coal or boiler rooms or vaults
for any and all purposes in connection with the legitimate use of such street, avenue, alley or
public property. The director of public works shall keep a record of all encroachments
encroaching upon, in or under the surface of any public right-of-way, which accurately computes
the area and placement of same. The director of inspection services may also keep a record of
all
temporary encroachments. (Ord. 86/T-5127).
