Section 17.36.130 New Connections and Responsibilities.

The city council may, upon the recommendation of the board, provide by resolution designated areas abutting the skywalk system which are entitled to relief from the financial obligations and responsibilities set forth in subsection 6. of Section 17.36.060 of the Municipal Code. Such resolution shall set forth:

1. A description of the area to which such financial relief is offered.

2. The length of time in which such financial relief is allowed.

3. The formula by which the costs for the financial obligations and responsibilities of abutting owners of property connecting to the skywalk system shall be apportioned and assessed.

4. Any limiting terms and conditions which the city council may wish to place upon receipt of such financial relief.

The formula by which such costs are apportioned and assessed shall as nearly as practicable apportion to property owners in the designated area those portions of such costs which would be attributable to said connecting property owner if all of the other properties within the designated area which potentially could be connected to the existing skywalk system were in fact connected to the skywalk system.
