The improvement and care of the parkways shall at all times be under the direction and supervision of the city manager or his designee who shall formulate and print rules and regulations with reference thereto not inconsistent with the terms of this chapter, and furnish and supply the same to property owners desiring copies thereof.  (Ord. 86/T-5005).
