If a property owner fails to improve the parkway, in the manner herein provided, after the receipt of a ten-day written notice from the city manager or his designee, served upon the owner under directions of the city manager, the city may make the improvement, and the cost and expenses may be levied and assessed by the City Council against the abutting lots or parcels of land as provided by law.  (Ord. 86/T-5005).
