Section 17.40.100 Exemption for handicapped parking.

    1. Upon a showing of undue hardship by a handicapped person who possesses a state handicapped identification device as defined in Iowa Code Chapter 601E, and upon finding that no traffic hazard would be created thereby, the city manager or his designee shall grant a permit to the handicapped person to park a vehicle on the parkway abutting the handicapped person's residence.
    2. The permit shall show the name of the handicapped person, the make, model, and license plate number of the vehicle to be parked, the residence where the vehicle will be parked, the person's Handicapped Identification Device number, and the expiration date of the permit.
    3. The handicapped person shall only park the vehicle described in the permit on the parkway, and only if the permit is readily visible from outside the vehicle.  A handicapped person shall not be allowed to park on a parkway other than at the residence set forth in the permit.
    4. The permit shall expire six months from the date of issuance or the date when the undue hardship ceases to exist, whichever occurs first.  Permits may be renewed upon subsequent showings of undue hardship by the handicapped person.
    5. Nothing in this section shall relieve the permit holder from responsibility for maintaining the parkway or from responsibility for damage to the curbing or sidewalk.  (Ord. 86/T-5005).
