Sections 17.40.010 through 17.40.120 shall apply only to paved streets and to that part of an unpaved street upon which two or more of the abutting lots in a block on said streets are improved by residences, provided the streets thus designated have been brought to grade as herein required.  (Ord. 86/T-5005).
