Special meetings of the city council may be called by the mayor, the mayor pro tem in cases where the mayor is absent or unable to act, or by a majority of the members of the council. Notice thereof shall be given personally or left at the usual place of residence of each member of the council, and a record of the services made by the clerk.  (Ord. S-42360, 1981)
