Section 2.04.050 Electronic meetings.

    An absent council member may not participate by electronic means in any city council meeting which is attended by a majority of the other council members unless such absence is due to a physical disability such that the absent council member cannot reasonably be expected to be in actual attendance.
    For purposes of this section, "majority" means three members of the city council.  Dispute over a council member's disability shall be resolved by a majority of the council members in actual attendance.  Nothing contained herein shall be construed to prohibit participation by electronic means by any council member at a council meeting where a majority of the council membership is not present.  (Ord.
