Section 2.06.030 Administrative assistants and employees.

The city manager shall have the power:
    1. To appoint all administrative assistants, which shall include department heads with the approval of the city council;
    2. To appoint all other employees in the city, unless otherwise provided for; to transfer or reclassify any employee; to reduce the number of or lay off employees; to issue any kind of discipline, including suspension and termination; to make all appointments not otherwise provided for; and to fix the compensation of all appointees consistent with the classification and pay plans approved by the city council;
    3. To investigate the affairs and conduct of any department, agency, officer or employee under the manager's supervision, and compel the production of evidence and attendance of witnesses. (Ord. S-39095, 1979)
