1. All leases of city property must be approved by the city council except as hereinafter provided.

    2. The city manager may approve leases of city property not needed for city purposes during the term of the lease provided the said lease does not exceed three hundred sixty-five days and the lessee agrees to pay a reasonable rental fee.  (Ord. S-39095, 1979)
