Section 2.46.040 Organization of the board.

As soon as possible after the appointment of the initial members, the board shall organize for the transaction of business; elect a chair from its members who are residents of Sioux City; appoint a secretary; and adopt by-laws and regulations to govern the proceedings of the board. Five members of the board shall constitute a quorum for the transaction of business. Three members of the Sioux City appointees of the board shall constitute a quorum for the transaction of business which concerns only Sioux City. All actions of the board shall be either by resolution or motion and the affirmative vote of a majority of the quorum shall be necessary for the passage of either action.
