Section 2.48.040 Duties of the Commission.
The Commission shall have the following duties:
1. The Commission shall study, investigate, counsel, develop,
update annually, and administer
a written plan for carrying out the purposes of this Chapter.
2. Such plan will be presented to the City Council and, upon
their acceptance and approval,
shall constitute the official tree plan for the City.
3. The Commission may draft and recommend to the City Council
amendments to the Zoning
Ordinance, Subdivision Ordinance, and other Chapters of the City Code, so as to require
additional planting of street trees and/or privately-owned trees in association with property
development or redevelopment in the City.
4. The Commission may draft and recommend to the City Council
standards to be followed
when planting trees on publicly-owned property in the City of Sioux City. Those standards may
include, but shall not be limited to, standards governing allowed species of street trees, spacing
of street trees, and the location of trees relative to sidewalks, corners, fire hydrants, and curbs.
5. The Commission may draft and recommend to the City Manager
changes to staff
procedures, so as to make them consistent with the intent of this Chapter. Such procedures may
include, but are not limited to, tree trimming and excavation procedures of the City.
6. The Commission may develop and recommend to the City Council
ordinances intended to
limit damage done to street trees or park trees by private utility companies during the course of
their operations from such activities as the trimming of trees or excavation near trees.
7. In that a membership of the Planning & Zoning Commission
and the Tree Commission are
the same, the Planning & Zoning Commission may take the impact on the City's trees into
account when carrying out their official duties. (Ord. 92/T-10735)
