1. The purpose of this title is to provide minimum standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, quality of all materials used in construction, use and occupancy, location and maintenance of all buildings and structures within the city and certain equipment specifically regulated herein, licensing of certain professions and requiring permits prior to construction.

    2. This title does not impair the authority of the city or of the manager to act on nuisances. Nothing in this title shall be construed or interpreted to in any way impair or limit the authority of the city to define and declare nuisances or of the manager, the chief of police, or the city officials to cause the removal or abatement of nuisance by summary proceedings or other appropriate proceedings.

    3. This title does not abrogate provisions of other codes and ordinances.  The provisions of this title shall not abrogate the responsibility of any person to comply with any provisions of the Code of Iowa or other codes and ordinances of the city.

    4. This title does not abrogate provisions of any applicable state housing laws.  (Ord. 90/T-9316)
