No permit authorized by this title for construction work as defined by state law shall be issued to a person who is required to be registered with the commissioner of labor as a contractor pursuant to Chapter 91C, Code of Iowa, unless such person has:

    1. Registered as a contractor with the commissioner of labor;

    2. Displays at the time a permit is requested a current public registration number issued by the commissioner of labor.  (Ord. 90/T-9316)
