In any case where a provision of this title is found to be in conflict with a provision of the Code of Iowa, or of any other ordinance or code of this city, existing on the effective date of the ordinance codified in this chapter, the provision which established the higher standard for the promotion and protection of the health, safety and welfare of the people shall prevail.  In any case where a provision of this title is found to be in conflict with the Code of Iowa, or with a provision of any other ordinance or code of this city, existing on the effective date of the ordinance codified in this title which establishes a lower standard for the promotion and protection of the health, safety and welfare of the people, the provisions of this title shall be deemed to prevail, and such other ordinances or codes are declared to be repealed to the extent that they may be found in conflict with this chapter.  (Ord. 90/T-9316)
