For purposes of Sections 20.04.180, 20.04.190, 20.04.200 and 20.04.210, the following terms shall have the following meanings:

    1. "New residential structure" means any building or construction  or any portion thereof:

            a. Which contains or is designed to contain one or more rooms or groups of rooms providing complete independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation; and

            b. Is used, intended or designed to be built, used, rented, or occupied for living purposes; and

            c. Upon which excavation or construction has begun after the effective date of the ordinance codified in this chapter.

    2. "New residential or commercial complex" means a subdivision approved pursuant to Title 24; a trailer or mobile home park licensed pursuant to Title 22; or a planned development approved pursuant to Chapters 25.12, 25.46, 25.74;  when such subdivision, trailer or mobile home park, or planned development has been licensed or approved after the effective date of the ordinance codified in this chapter.

    3. "New commercial structure" means any building or construction which contains or is designed to contain, or which is used, intended, or designed to be built, used, rented or occupied by a business as defined by subsection 4 of this section, and upon which excavation or construction has begun after the effective date of the ordinance codified in this chapter.

    4. "Business" means the following commercial activities as defined by Chapter 25.04 of the zoning ordinance of Sioux City; amusement arcades, automobile service establishments, business goods and service establishments, child care centers, clinics, clubs, consumer service  establishments, drive-in establishment gasoline service stations, hospitals, junkyards, kennels, major and minor  automotive repairs, nursing homes, parking lots, prescription pharmacies, private recreation clubs,  restaurants, including carry-out and drive-in, retail shopping establishments, transient accommodations and wholesale establishments.  (Ord. 90/T-9317)
