The provisions of Section 20.04.100 through 20.04.200 shall be enforceable against any person, firm or corporation who, at the time application for the building permit is made, is the owner, or part owner of the new residential or commercial structure or complex.  These provisions shall be enforced in accordance with Section 20.02.080-2.  (Ord. 90/T-9317)
