Section 20.07.050 Cellars in flood hazard areas.

    Cellars may be constructed in floodable areas below the base flood elevation when:
    1. The lowest opening where water may enter is located above the base flood elevation;
    2. The space is not habitable except for emergencies such as a tornado;
    3. The space is intended for use as readily removable storage;
    4. The structure is constructed to resist hydrodynamic, hydrstatic and buoyancy forces;
    5. The space does not contain a furnace, water heater or major appliance;
    6. There are no plumbing connections to a sewer, and
    7. There is no electrical wiring below the base flood elevation. (Ord. S-36983, 1978).
