Section 20.14.090 Applicability to new buildings and additions.

    1. All new plumbing work performed in new buildings must comply with all provisions of this code.
    2. All plumbing work performed in new buildings must be performed by licensed plumbing contractors using licensed master, journeyman and apprentice plumbers.
    3. When a permit is issued for a new addition to an existing structure, the inspector will inspect the new work up to the point of connection to the existing water, sewer and gas only. Neither the inspector nor the plumbing contractor will assume any responsibility for the condition or safety of the existing plumbing system. EXCEPTION: If in the course of inspecting the new work, the inspector notices any existing unsafe or hazardous conditions, the inspector will issue a written notice to the owner either recommending or directing that repairs be made, depending upon the nature and degree of hazard.
    4. Existing buildings to which new additions are being attached must be updated and brought into compliance with this code when they are found to be unsafe due to any of the following:
        a. The existing plumbing system has been improperly constructed or maintained.  
        b. The existing plumbing system has been added to, removed, or tampered with in a manner which creates an unsafe condition.  (Ord. 2000-9734; 90/T-9321)
