Section 20.20.090 Applicability to new buildings and additions.

    1. All new mechanical HVAC work performed in new buildings must comply with all provisions of this code.
    2. All mechanical HVAC work performed in new buildings must be performed by licensed mechanical contractors utilizing licensed or unlicensed employees.
    3. When a permit is issued for a new addition to an existing structure, the inspector will inspect the new work up to the point of connection to the existing air supply and return and gas service only. Neither the inspector nor the mechanical contractor will assume any responsibility for the condition or safety of the existing mechanical system.  EXCEPTION: If, in the course of inspecting the new work, the inspector notices any existing unsafe or hazardous conditions, the inspector will issue a written notice to the owner either recommending or directing that repairs be made, depending upon the nature and degree of hazard.
    4. Existing buildings to which new additions are being attached must be updated and brought into compliance with this code when they are found to be unsafe due to any of the following:
        a. The existing mechanical HVAC system has been improperly installed or maintained.
        b. The existing mechanical HVAC system has been added to, removed, or tampered with in a manner which creates an unsafe condition.  (Ord. 2000-9735; 90/T-9325)
