It is the purpose of this chapter to adopt a complete stationary and refrigeration engineers’ licensing code to protect public health, safety and welfare, to establish regulations governing the supervision and operation of steam and hot water boilers and ammonia refrigeration plants, including minimum standards, permits, fees, inspections, use of licensed trades, and enforcement procedures.  (Ord. 2000-9646; 90/T-9327)
