Chapter 20.28 STATIONARY AND REFRIGERATION ENGINEERS
Section 20.28.090 Applicability to persons and entities.
No person shall operate or cause to be operated, any steam or hot water boiler plant or ammonia
refrigeration plant unless there is a person operating such plant who holds a license of the
proper
class as required by this code.
1. Exception - stationary engineer licensing. The specific entities listed in
section 20.28.020,
and the following specific persons and entities are exempt from the stationary engineer licensing
requirements:
a. Owner-occupants of single-family dwellings;
b. Owners and managers of rental dwellings, when boiler
plants are less than 50
horsepower;
c. Tenants of rental dwellings;
d. Owners and managers of commercial and industrial
buildings, when boiler plants are less
than 50 horsepower; and
e. Tenants of commercial and industrial buildings, when
boiler plants are less than 50
horsepower.
2. Exception - refrigeration engineer licensing. The specific entities listed
in section
20.28.020, and the following specific persons and entities are exempt from refrigeration engineer
licensing requirements:
a. Owners and managers of commercial and industrial
buildings, when there is a
documented PSM program in place and approved documents are on file with the inspections
services division; and
b. Tenants of commercial and industrial buildings, when
there is a documented PSM
program in place and approved documents are on file with the inspections services division.
