Application for such storage tank permits shall be made in writing on forms provided by the building inspection department. The application shall include the full name and address of the applicant and shall be accompanied by the following:

    1. Accurate plats and drawings showing the lot or tract of land with the location, sizes and descriptions of such proposed storage tank or tanks;

    2. Plans and specifications detailing the construction of each proposed tank, the same to include a layout of fill and vent pipes, the thickness and type of material to be used in said construction, all connections, fittings, openings and safety appliances;

    3. A certificate from a professional engineer registered and licensed in the state of Iowa stating that the plans and specifications meet all the requirements set forth in the latest approved standards of design of the American Petroleum Institute, the Underwriters Laboratories, or the American Society of Mechanical Engineers.  (Ord.
