All houses or buildings located on the south or east side of any street, avenue or alley shall receive even numbers, and all houses or buildings located on the north or west side of any street, avenue or alley shall receive odd numbers; provided, that on all streets, avenues and alleys extending northwesterly and southeasterly all houses or buildings located on the southwesterly side thereof shall receive even numbers and those on the northeasterly side thereof shall receive odd numbers, and on all streets, avenues and alleys extending northeasterly and southwesterly, all houses or buildings located on the southeasterly side thereof shall receive even numbers and those on the northwesterly side thereof shall receive odd numbers.
