Chapter 25.06 ADMINISTRATIVE BODIES
Section 25.06.228 Jurisdiction and authority.
The planning and zoning commission shall have the following jurisdiction and authority:
1. Subject to the provisions of Chapter 25.08 of this title, to prepare and
recommend a general
plan to the city council, which, upon its adoption by the city council, shall be known as the
"General Plan of Sioux City";
2. Subject to the provisions of Chapter 25.08 of this title, to review, prepare
and recommend to
the city council changes in and amendments to the general plan;
3. Subject to the provisions of Chapter 25.08 of this title, to review the capital
improvement
program and proposed public projects for compliance with the plans of the city and to
recommend approval or disapproval of proposed public projects in terms of such compliance;
4. To review and offer its recommendation to the City Council on the dedication,
vacation, or
partial vacation of a street, alley or other public ground or the granting of easements therein;
except as follows:
a. For vacations or partial vacations as provided for
under Section 25.06.412 of this title;
b. For vacations as provided for under Section 409.25,
of the 1989 Code of Iowa.
5. To review and offer its recommendation to the city council on plans, plats
or replats of
subdivisions or resubdivisions of land within or adjacent to the city;
6. Subject to the provisions of Subchapter I of Chapter 25.12 of this title,
to initiate, hear,
review and offer its recommendations to the city council on application for amendment of this
title;
7. Subject to the provisions of Subchapter II of Chapter 25.12 of this title,
to hear, review and
offer its recommendations to the city council on applications for planned development approval;
8. To hear and decide on authorizations which may be required by the provisions
of this title;
9. To review and offer its recommendation to the city council on urban renewal
plans;
10. To aid and assist the city council and the departments and agencies of the
city in
implementing plans and in planning, developing and completing specific projects;
11. To review and report on any matter referred to it by the city council or
city manager. All
aspects and effects of such review and report shall be governed by the directions of the city
council or city manager in making such referral;
12. Upon reasonable, written request, to make its special knowledge and expertise
available to
any official, department, board, commission or agency of the city, county, state or federal
governments to aid them in the performance of their respective duties relating to the planning and
development of the city and its region;
13. In furtherance of the above jurisdiction and authority, to make such investigations,
maps
and reports, and recommendations in connection therewith, relating to the planning and
development of Sioux City as seem desirable to it; provided, however, that the expenditures of
the commission shall not exceed the amount appropriated therefor;
14. In furtherance of the above jurisdiction and authority, and with the prior
authorization of
the city manager, to employ such consultants, experts and other assistants as may be necessary or
convenient to carry out its duties hereunder and to pay for their services and for other necessary
and proper expenses; provided, however, that such expenditures shall not exceed such funds as
may be appropriated for such purposes from time to time by the city council;
15. To prepare an annual report to city council within sixty days of the end
of each fiscal year.
