Chapter 25.08 PLANNING DOCUMENTS AND PROCEDURES
Section 25.08.010 General plan.
1. Authority. The planning and zoning commission shall have authority to prepare
a general
plan of Sioux City and from time to time to prepare amendments thereto, any or all of which the
city council may adopt as the "general plan of Sioux City," all in accordance with the procedures
set out in this chapter.
2. Purpose. The "general plan of Sioux City" shall be defined as the
entire general plan or any
part thereof or any plan or policies subsidiary, or related thereto or a part thereof, adopted by the
city council by resolution, together with such amendments thereto as may be adopted from time
to time.
Upon adoption, the general plan shall be considered an official statement of
the policy of
Sioux City with respect to the existing and developing character of various areas of the city; the
proper objectives, standards and direction for future maintenance, growth and development of the
city; the means to be employed to protect existing character or development and to encourage
future development that will be in the best interests of the city; and the actions and programs to
be undertaken by the city with respect to its future maintenance and development.
3. Plan Development. The planning and zoning commission, with the assistance
of the
department of planning, shall exercise the powers and duties delegated to it by Subchapter II of
Chapter 25.06 of this title in the continuing development and revision of the general plan. The
process of plan development is not readily adaptable to rigid procedures, but the planning and
zoning commission and the department of planning, in developing a plan, shall make all
reasonable efforts to obtain the views, comments and criticisms of interested departments,
agencies, organizations, groups, firms and residents of the city. In addition, the planning and
zoning commission, prior to making any recommendation for the adoption or amendment of a
plan or part thereof to the city council, shall set, advertise and conduct a public hearing thereon
in accordance with the provisions of Chapter 25.22 of this title.
When satisfied that a plan, or part thereof, is adequate for official adoption
as the general plan
of the city, or part thereof, the planning and zoning commission shall transmit such plan or part
thereof to the city council together with any reports or statements deemed necessary to a full
consideration of such plan or part thereof. Such reports or statements may include majority and
minority positions.
4. Review of Public Projects. Any department or agency of the city proposing
to undertake to
construct, establish, locate, relocate, remove or alter any building, structure, roadway, street, park
or other development or redevelopment project involving public property or public funds which
affect the general plan shall, before beginning any work on such building, structure or land,
submit a description of the proposed development to the planning director for immediate
transmission to the planning and zoning commission. In addition, the city manager shall, before
submitting the capital improvement program to the city council, submit such program to the
planning and zoning commission.
Within thirty days of any such submission, the planning and zoning commission
shall review
such proposal or such capital improvement program for conformity to the general plan, and if
necessary shall confer with the submitting agency with regard to suggested alterations, and shall
transmit its recommendation on such proposal or such program to the submitting agency and city
manager, stating the reasons for such recommendation. The city manager shall submit the report
of the planning and zoning commission on the capital improvement program to the city council at
