Proposed amendments may be initiated by either the city council, the board of adjustment, the planning and zoning commission, or the owner of, or other person having a contractual interest in, real estate to be affected by the proposed amendment, or by the owners of fifty percent or more of the frontage of real estate to be affected by the proposed amendment.  (Ord.
