Chapter 25.12 ADMINISTRATIVE PROCEDURES
Section 25.12.204 Purpose.
1. The provisions of this subchapter establish special procedures for amending
this title to
permit the mapping of planned development zones and modified residential zones and should be
read in conjunction with Chapters 25.74 and 25.46 of this title establishing substantive
regulations with respect to planned development zones and modified residential zones,
respectively. The procedures herein established are intended to substitute procedural protections
for substantive regulations in recognition of the fact that all or part of the traditional density,
bulk, spacing or use regulations, which may be useful in protecting the character of substantially
developed and stable areas, may impose inappropriate preregulations and rigidities upon the
development or redevelopment of parcels or areas which lend themselves to an individual,
planned approach.
2. Planned development zones may as specified herein be mapped on the official
zoning map
either independently of any other zone or as an overlay zone in conjunction with another zone;
however, predominantly commercial planned developments may be mapped only as an overlay of
a business zone, and modified residential zones may be mapped only as an overlay of a
