Chapter 25.12 ADMINISTRATIVE PROCEDURES
Section 25.12.420 Applicability and effect.
When any part of the site of a proposed development is located within a radius of five hundred
feet of the terminus of any ramp leading onto or off of any existing or proposed interchange with
a limited access street or highway and when the terminus of such ramp leads to a street segment
from which access to private property is allowed and which development involves more than
forty thousand square feet of gross floor area or more than five acres of land, then:
1. No building permit shall be issued, nor rezoning granted for such development
until the
applicant for a building permit or for an amendment to this title has filed with the city traffic
engineer a description of the proposed use and a detailed plan showing vehicular ingress and
egress to the development. Such plan shall show parking areas and access routes within the site
for a distance of one hundred fifty feet or such greater distance as necessary to show facilities for
handling congestion due to large traffic generation potential.
The applicant shall also provide a report from an independent traffic engineer
setting forth the
probable traffic flows from the development, recommended control devices over traffic from said
development, and the impact of said development on the interchange; provided, however, that
this report may be waived by the commission or council if it finds that sufficient information is
available upon which to base a decision.
2. The city traffic engineer shall, within twenty days of receipt of the aforesaid
information,
file his report and recommendation with the planning and zoning commission and the city
council.
Said report shall set forth the probable traffic flows from the development,
recommend control
devices over traffic from said development and the probable impact of said development on the
interchange.
3. The city council may, based upon the report of the city traffic engineer,
attach specified
conditions to the issuance of a building permit or, in the case of a proposed amendment, and
following a recommendation by the planning and zoning commission, attach specified conditions
to the grant of any amendment to the zoning ordinance, to ensure that the efficiency and safety of
the interchange shall be protected. (Ord. S-30424, 1976)
