Section 25.24.030 Official zoning map.

    1. The location, size, shape, and boundaries of the zones established shall be indicated on the atlas of maps which is entitled "official zoning map." The official zoning map and all notations, references and other information shown thereon shall have the same force and effect as if fully set forth or described herein and by this reference is made a part hereof and such maps, after being adopted by reference as a part of this title, and so certified by the city clerk together with the text, shall be maintained by the city clerk, and such atlas shall be the official zoning map, for purposes of enforcement of this title. Any amendment to the zoning classification on the official zoning map shall include the legal description of the land involved, including appropriate adjacent public rights-of-way or public property, and such amendments shall be promptly and permanently noted on the face of the maps in the custody of the city clerk.
    2. Omitted Land. It is the intent of this title that the entire area of the city, including all land and water areas, rivers, streets, alleys, railroads, and other rights-of-way, be included in the zones established by this title. Any area not shown on the official zoning map as being included in a specific zone shall be deemed to be, and it is hereby classified in the RE residential estates zone.
    3. Zone Boundaries. In the event that any uncertainty exists with respect to the intended boundaries of the various zones as shown on the official zoning map, the following rules shall apply:
        a. The zone boundaries are the centerlines of the streets, alleys and rights-of-way, unless otherwise indicated. Where designation of a boundary line on the official zoning map coincides with the location of a street, alley or right-of-way, the centerline of such street, alley or right-of-way shall be construed to be the boundary of such zone, except that the boundaries of the -FW floodway overlay zone shall be construed to be at the edge of such public right-of-way farthest from the thread of the principal stream.
        b. Boundaries indicated as following shorelines shall be construed to follow such shorelines, and in the event of change in the shoreline the boundaries shall be construed as moving with the actual shoreline; boundaries indicated as approximately following the centerlines of waterways (streams, rivers, canals, lakes, reservoirs, flood-control channels or other bodies of water) shall be construed to follow such centerlines, and shall move with such centerlines in case the centerlines shift.
        c. Where the zone boundaries do not coincide with the location of streets, alleys, waterways and rights-of-way but do coincide with the lines of platted lots, such lot lines shall be construed to be the boundary of such zone.
        d. Where the zone boundaries do not coincide with the location of streets, alleys, waterways and rights-of-way or lot lines, the zone boundary shall be determined by the use of the scale on the official zone map. When not otherwise determined, the boundaries of the -FF flood fringe overlay zone shall follow contour or elevation lines at the elevation above sea level indicated on the official FHBM (Flood Hazard Boundary Map) or FIRM (Flood Insurance Rate Map). Elevations between stream cross-sections on the
FHBM or FIRM shall be determined by proportional interpolation.
        e. In case of doubt or dispute, the boundary lines shall be determined by the board of adjustment upon receiving an appeal from a ruling of the zoning administrator, provided the jurisdiction of the board shall not include the interpretation of the boundaries of the -FW floodway overlay zone or the -FF flood fringe overlay zone, -SF shallow flood plain overlay zone or the -GP general flood plain overlay zone.
