Chapter 25.28 RE RESIDENTIAL ESTATES ZONE
Section 25.28.045 Fields for youth athletics.
1. The Planning and Zoning Commission may authorize the Zoning Administrator
to issue a
zoning permit to establish fields for youth athletics after a public hearing as specified in Chapter
25.22 of this title and after making written findings. The application to establish such use shall be
accompanied by a development sketch in sufficient form to address the performance standards in
25.28.045-4.
2. Findings. The Planning and Zoning Commission shall not authorize the establishment
of
youth athletic fields unless it makes the following written findings:
a. The proposed youth athletic fields will have no adverse
impacts on surrounding
residential land uses; and
b. There is a substantial need to provide families in
the community with youth athletic fields
in close proximity to their place of residence, aside from public parklands.
3. In authorizing the issuance of a permit, the Planning and Zoning Commission
may establish
reasonable conditions or reasonable time limits for the establishment of or for the duration of the
occupancy by youth athletic fields.
4. Performance standards. Each youth athletic field complex permitted shall
meet the
following performance standards:
a. Minimum lot size shall be five acres.
b. Screening shall be provided to substantially screen
the recreation use from residences
existing within a distance of 150 feet of the perimeter of the site to be used for recreation
purposes.
c. Space lighting shall be oriented and shielded so
as to prevent the direct glare of beams
onto any abutting property, and light poles shall not exceed 35 feet in height. After hours lighting
shall be limited to that necessary for security purposes.
d. The space limits shall be the same as those set forth
in Chapter 25.48 of this title with the
exception of lot area.
e. Off-street parking shall be provided on site in accordance
with Chapter 25.96 of this title.
f. No principal or accessory use associated with youth
athletic field complex shall continue
operations past the hour of ten p.m.
g. Accessory uses or activities shall be subordinate
in area, extent and purpose to the
principal use and shall be those which customarily are established in conjunction with the
operation of youth athletic field complexes, including accessory concession food services. Beer,
wine, and liquor sales shall be prohibited. (Ord. 90/T-8489)
